Why is "Darama" only accepted as a destination in some cities?

After years I was wondering why some NPC from carpets on different cities doesnt accept Darama as final destiny.
Edron, Marapur, Issavi and Kazordoon accept Darama as final word for travel.
Zao and Femor hills doesnt accept it as final word for travel and tell you info about Darama.

Edron yes

Kazordoon yes


Issavi yes


Marapur yes


Zao no


Femor hills no
