Omega Strike how does it work?

My main question is about how it activates; for example, if an attack drops a creature's health from 35% to 20%, does the portion of damage dealt below the 30% threshold (the "Omega Strike" range) receive the damage boost, or does it only apply to attacks that start below 30% of the creature health?
