How can be obtained the achivement Six Steps Ahead?

I’m looking to unlock the "Six Steps Ahead" achievement, which is awarded for successfully taming the Jaracal mount.

I’ve done a bit of digging and know a few of the basic details, but I’m missing the exact execution steps to actually get it done. Here is what I know so far:

• Taming Item: You need a Skewered Fish to tame the Jaracal.

• Item Source: The item is a guaranteed reward from completing the Shards of a Broken Moon Quest 

However, I could use some clarification from anyone who has already completed this:

1. How do you obtain the Skewered Fish? Is it purely given at the very end of the Shards of a Broken Moon Quest from an NPC (like Saraki), or is there a specific task/boss loot involved?

2. Where does the Jaracal spawn? Once you have the Skewered Fish, where exactly do you find the Jaracal creature to use it on? Is it found within a new hunting ground, or a specific quest area?

3. Can the item break? Is the Skewered Fish a 100% guaranteed tame, or is there a chance it will break/run away?

1) The Skewered Fish is obtained after fully completing the quest Shards of a Broken Moon by talking to Nilavarna and getting the achievement "Amati's Echo".

2) The Jaracals are on the surface of Marapur. Before entering the Asura Citadel where the quest takes place, you can find them roaming close to the entrance.

3) It's not a guaranteed tame, I've failed a lot of times to tame a Jaracal, but in none of them the item break, so you just need to have some patience.
