What are the shrines in Asura Citadel?

The balancing patch on 25. August 2026 mentioned some changes to the shrines in Asura Citadel. What is the function of these shrines and how do we activate them? 

I have found one shrine just below the stairs to -2, but cant seem to get any reaction when using it with anything.
