The item "Auric Moon Sigil" is necessary for crafting Stellar Weapon and according to Brazilian Wiki at difficulty 25 the chances of drop are increased but, at what difficulty it can be dropped?

According to Liamas, this item only drops from Phosphorus, and only starting at level 25.
