I've received a letter with a hacklink in it. There's a warning at the top of the letter not to open any links, but I don't see a way to report such letters. Who do I contact to do it?

Well, you can not report ingame.

Couple of months ago, there were a toxic player sending offensive letters to people in my server, so I gathered some letters, took screenshot and sent to tibia support email (support@tibia.com). The "CM" or something said screenshots aren't proof of that, and he asked me to send the letter to him by parcel, so he could check by himself. I think they should implement a letter report because not all CM's would do that in my case.

Maybe with a spam os aprcels with  toxic letter they think to create a system to report it rsrs

FAQ: Reporting Illegal Ingame Texts (released on March 23, 2021)

Illegal in-game texts (e.g. letters, blackboards, etc.) can be reported directly to customer support. To do so, right-click on the item that contains the text and select "Report Text".  Please note, you can also report these items for example, from 10 years ago and customer support will check if/what kind of action is needed. Source: Official CM reply

  1. On the first page, please select the Tibia Rule which is violated by the text. If the text does not fit into one of the given categories, do not report it. If in doubt whether a text is illegal, do not report it. (For hacking you want to select "Stealing other players' account or personal data. Pick the rule violation that best fits the letter)
  2. If you report a non-English text, please offer a translation in the first field. In the second field, you must enter a comment with additional information on why you are reporting this text.
  3. Please check if you have entered everything correctly. Click on "Submit" to send your report to customer support.

Note: You may only have 20 pending reports at a time (excluding bot/macro reports). A report is set on pending until customer support has processed it.
Further, you will not be able to make any reports if you have made too many invalid reports in the last 30 days. In the Rule Violation Reports section on your account page, you can check how many reports you have left.

Please also note that we cannot accept screenshots or videos as proof because they can be manipulated very easily.
