How do you calculate at what speed you reach speed boosts / breaking points?

Hello.

How do you calculate what speed you need for different tiles to reach speed boosts?

I know that you need to take in to account the tile friction, and the walking speed of the character to find the breaking points.
Please note, I am not interested in just a table showing the speeds, I´m interested in the math behind the calculations.
