How often does the Lumberjack Mini World Change happen?

I honestly have only seen this twice in the last year and im wondering how rare this Mini World Change is? Want to get the Achievement but never seem to be there for it.

I would say that it;s really smal chance (9.68%)  if we look on other world changes.

I think bank Robbery is less than 1%. I saw it maybe 2-3 times in last year...
