When you pick up the fork during the Cart Race game will 2 dogs spawn?

During Orcsoberfest there's a game called Cart Race. There's a fork you can pick up in the beginning of the race and I'm wondering how often does it spawn 2 dogs compared to 1? I've seen this happen to me but I'm just not sure how often this happens?

Well, maybe I am wrong, but I don't think that picking the fork is what makes the dogs to spawn.

I normally do this race without picking the fork, and like once every 20 times, the way have 2 dogs instead of one.

Right, I've seen it happened twice to me so far once on each of my characters. Someone told me when you pick up the fork it makes the 2 dogs spawn so I'm questioning my friend lol.

I've done this event several times and have never had two dogs spawn. Also, I usually pick up the fork (even though I don't use it) so that doesn't cause it to happen. Either it is a rare chance to happen or it could be a bug if it is still occurring. It may be worth reporting to CIP to confirm this is intended. I am leaning more towards it being a bug because one dog along can ruin a run.
