It happens every semester? Every 3 months? Is it completely random with no traceable pattern? How frequently can we have this World Change on a server?

I visit some sites have not date/frequency of this event. I mean is like a others just appear, at least in my world in sure we see it   1  per month. Is just by X% to appear or not.
