Can you make other player drunk in PVP with mugs of beer?

Question

I was thinking of ways I could defend myself against would be player killers. If I carried a couple of mugs of beer and placed them to an action bar on target, is it possible to make the other player drunk, enabling me a better chance for escape?

No you cant if you throw beer on someone it will go to the sqm on his feet and will not make them drunk i know this because i also tried to make someone else drunk xD
