How can I loot the small treasure chest , is it part of a quest or can I loot from a creature?

It's dropped by the Pirat Mate  

And the final boss of the "A pirate's Tail Quest" Ratmiral Blackwhiskers

The item small treasure chest can be dropped from Pirat Mate as a semi rare loot (only spawns on the ship after killing Tentugly). It can also be loot from Tentugly and Ratmiral Blackwhiskers
