Does higher fishing skill improve the chance ice fishing rare fish such as northern pike?

Or does it only improve the chance of fishing faster, and thus still improving the chance of fishing a rare fish?

It only makes you get the fish faster...

The rare fish comes easily with the higher lvl of fishing anyway... but still needs a little luck...
