Is the special food like dishes from Hot cuisine or from Hirelings apart of special effects provide some regeneration to my character? If they do, how long and how much?

No, cupcakes as well as Jean Pierre's and Hireling's dishes do not trigger the ordinary hp/mana regeneration time.
