What are the requirements to take the boat to Bounac?

I tried to take the boat to Bounac on Test Server on one of my alt chars and I received a message and it would not let me travel there. What are the requirements to take this boat?

I would like to accept this but was just wondering if you had a source? Or have you tested this yourself? I'm not positive but I feel like I had traveled to the island before I finished Cobra access.
