What do we have to do to get the Citizen of Issavi Outfit?

Hello, I wonder what missions we have to do to get the Citizen of Issavi Outfit. Also, do we need items for the addons or any kind of missions?

I've heard it will be granted upon slaying minibosses, no items required, but dont want to mislead you so posting it as comment.

To get the Citizen of Issavi Outfit  you must complete the Wanted mission in Kilmaresh Quest.
