Which cities do not have a library?

There are several libraries and books spread across Tibia, some with few books and others even empty, is there any city that does not have a library?

Actually all of the major cities does have them and there are also few in other locations. You might wanna take a look on the list on Tibia Wiki:

Two areas that have depots but no libraries are Ogre Village on Krailos and Fae Village on Feyrist.
