How I can get addons for Formal Dress outfit?

Hello I wonder how I can get addons for Formal Dress Outfit? On Fandom wiki we can see that outfit got addons.

For first addon of Formal Dress Outfit we need Brass Button which we can lot from Lord Retro.
(I also heard that many people can use same Brass Button for addon)

For second addon of Formal Dress Outfit we need Decorative Plume which we can lot from Lord Retro (one Decorative Plume can be used by several players)

For me, Decorative Plume and brass button might be for addons but i'm not sure. Also don't know how obtain them for now.
