What is this lever under Outlaw Camp for?

When I pull this lever under Outlaw Camp it just makes smoke on the table (red square sqm) and it doesn't move. Does it have any use or is it just signaling that the mill is broken? Is there any hidden lore behind this area and what happened to it, or any book referencing it?

It is part of the Outlaw Camp Quest. Having an specific item over the counter when activating the lever will trigger something :)
