Why can't I water and grow my flower pots up?

I changed my seeds for flower pots in npc, i trying to use a watering can on my pots but doesnt works any time, 4 days in my backpack but still a message  "Your plant doesnt need a water",

Try to move the flower pots from your backpack to a house :)

You can only water your plant every 20 hours, however, if the flower pots are in your inventory, this time will only count while you are online. When you are logged out, or when plants are in your deposit box, the time pauses.

When the flowers are outside (eg. in your house), you will be able to water them every 20 hours.
