Is it possible to leveling weapons on rookgard?

I'm wondering that we can leveling weapons on Rookgaard?

If yes, which one will be the best to level up?

Yes it is, however it changes very little since the perks on low level weapons are very inconsequential. The best currently obtainable melee weapon in rook is Katana and the highest possible attack weapon is still spear with a now possible 31 attack (+1 +1 +1 +1 +2 from Weapon Proficiency).
