Is the chance of roshmuul's message in a bottle to stay in the same spot over server saves higher?

It looks like it's in the mawhawk lair for several server saves in a row, giving the impression that the chance of it staying in the same spot is higher than the chance of it changing to a different spot.

Also, is there a chance that the message in a bottle doesn't appear anywhere?
