The max progression on bounty talisman are the following:
Damage: 50%
Life Leech: 50%
Loot: 50%
Double Bestiary Chance: 100%
We all believed that it would progress as it started, with all 3 that caps at 50% giving 0.5%, but instead it is reduced to 0.25% as you said.
On another question here on TibiaQA, I've seen a player who got to 20% damage and the next upgrade goes to 20.1%, meaning it dropped from 0.25% to 0.1%. I hope this is the final upgrade amount since being lower than 0.1% will be so low that the required amount of points needed will be insane, even being 0.1% is a high amount of points, so going by that logic:
Those are the guaranteed numbers that people already seen it can become:
Upgrade for perks that reach max 50%:
From 2.5% to 10% - 0.5% progress
From 10% to 20% - 0.25% progress
From 20% to 30% - 0.1% progress
I think there is not enough information right now about players who already reached 30% on any perk to see if it still upgrades by 0.1% or even less 0.05%, so let's hope it's the final value of upgrade, because otherwise it will be insane.
Upgrade for double bestiary chance max 100%:
From 5% to 20% - 1% progress
From 20% to 40% - 0.5% progress
From 40% to 60% - 0.25% progress
Also for double bestiary, there isn't any information if it goes from 0.25% to 0.1% and beyond.
The amount of points required is so high that even the top bounty points acquired player won't have enough points to upgrade it.
But let's make some assumptions as we don't have information beyond 30%/60% yet.
Assumption (extrapolation): after 30% the increment keeps decreasing every 10%:
30→40 uses +0.05%, and 40→50 uses +0.025% per upgrade. (Bestiary uses doubled % steps, so it needs the same number of upgrades.)

Total per buff (to max, under this assumption):
Total(755) = 3,419,395 Bounty Points
So:
50% Damage: 3,419,395 BP
50% Life Leech: 3,419,395 BP

All 4 buffs: 13,677,580 BP.
If the second assumption is correct, this is just insane.
