Is there a chance to drop all Moonsilver items on first boss difficulty?

Make Believe quest has three boss fights, they drop Moonsilver items, but is there a chance to drop it on first level of difficulty?

There is also 'practice level' of boss fights, but it was confirmed that this difficulty is not giving any items.

Yes. Even though the chance is small, they can all drop Moonsilver items on difficulty 1. That is why plenty of items were already dropped on the first day of the update, since no one could access any difficulty higher than 1 at the time.
