Can you fish if you are on pz?

Question

There are some houses that have a lake or river very close on range to use fishing rod , but its possible? can you fish meanwhile you are on pz?

I did the test although my fishing skills are incredible low.

In pz I didn't make to catch any fish, what it is more, the fishing skills doesn't increase.

Out of pz, fishing the same spot the fishing skills raises up, and I made to catch fishes.

So the answer is no, you can't fish while standing in pz.
