I would like to ask about both cases;

1) by one player - if I gonna use wand + spell, is there a chance to proceed charm damage twice?

2) by many players - for example if 5 players attack one monster, it is possible to proceed charm damage many times during one turn?

Attacks on Tibia happen on a sort of a 'Turn Based' event.
There are 'Ticks' meaning a time-frame that is server based.

Suppose you're a knight and attack a mob, sometimes you click and it attacks right away, sometimes you click and it takes forever to attack.

After the first hit, the time-frame between them is the same regardless of level, skill, gear or anything else, it's just how the software works.

With that in mind, let me answer the question.

1) by one player - if I gonna use wand + spell, is there a chance to proceed charm damage twice?

The wand is one attack, so it 'opens a time-frame' for it, the spell time-frame is limited by the cool down.
So, yes, you can apply the charm damage twice, not deal the damage twice.
But, just like any other damage, the charm damage is another time-frame, what you actually do is just change the damage it does between the ticks based on the highest attack.

 

2) by many players - for example if 5 players attack one monster, it is possible to proceed charm damage many times during one turn?

One creature can only have one status of each kind, the same is for a poison, fire, energy field kind of thing.
If you step on a poison field you take 5 dmg per second, if a scorpion poisons you your 'poisoned' status changes to the highest damaging one instead of the stacking both.
And therfore, to answer your question, no, only one dmg of a kind per turn per creature, ofc, the highest dmg will be taken into effect.
