I want to see which NPCs are kinda just there and we don't know why type of ordeal.  Please tell me what NPCs have no job, aren't involved in any quests, and you also can't trade with them. It would be great if you could list their location so we can go interrogate them if needbe. Thanks in advance.

It would be a big list to come up with all these NPCs and the list is constantly changing. Just because an NPC is not part of a quest now or does not buy/sell any items doesn't mean that they won't eventually in a future update. I would recommend looking on Tibia Wiki under NPCs (https://tibia.fandom.com/wiki/NPCs). They have many filters you can do based on city or what job the NPC has.

To come up with the list you are asking for I think your best bet would be to use this list https://tibia.fandom.com/wiki/List_of_NPCs then sort by the Buy/Sell column. You can then look through NPCs and skip over any you are not interested in based on their job. Also, if you open up an individual NPC there may be a spoiler tag. If you expand this it will notify you if they are part of a quest or not.

I'm going to make a chart of all the NPCs that apparently have no job, aren't involved in any quests, and you can't trade with. However, keep in mind I believe some NPCs in-game are meant to be apart of a story but not a quest. Maybe some NPCs are just there for fun like apparitions, but I'll include those anyways. The NPCs that I think are mysterious I'll mark with a * Please note I'm going based off of what my sources help me with.

WillemWillemIsland of DestinyWillem is an apprentice to Narai and loves everything about being a paladin. When you greet him, he will immediately ask for an apple, which he wants to shoot from your head. This makes him an obvious allusion to marksman William Tell, who once shot an apple of his son's head.
* The CroneThe CroneNorth of Ankrahmun, in the Ancient Ruins Tomb.She was Vashresamun's favorite handmaiden. Her memory was partly erased, and therefore she can't even remember her name, among other things.
* Telas GolemTelas GolemBelow the house of TelasHe seems to have amnesia, with some memories related to Yalahar and a mission to destroy an enemy.

* PrisonerPrisonerThais Jail, below Henricus.Normally you can't see this NPC, therefore it is actually unknown what his function is. He is probably a victim of the Inquisition. You can hear him suffer and cry from a distance.
* NamasaNamasaZao Mountain, near Makao.

She does not understand English, so having a conversation with her is difficult.

* Meancing MummyMenacing MummyChez Pugwah, east of the Yalahar depot.

Pugwah, the tavern's owner, says he got him when he ordered "exquisite stinky old meat".

* MarleneMarleneSouth in NorthportMarlene is married to Bruno and very talkative. She tells stories about and histories of Tibia.

Ben BenPort Hope, below river, just east of town.He is Grizzly Adams' pet, he is also an Allusion.

It is said that it is impossible to reach the Basilisk directly as there is no way into his room, however, some players claim to have successfully entered his cave. Rumors say that this NPC will create a different (of 5) magic effect on itself when you say a single(?) letter (not q, x or z). Its radius from spawn position is 2.
ArkarraArkarraNorth-west of Carlin, west of Rosebud farms.It is living with Lothar as its friend.
An ApparitionAn ApparitionGhostlands, two floors upThis NPC is an unreachable illusion. It is actually located two levels above ground level, and when you approach it, it disappears (similar to the mirage in the desert near Darashia).
A Ghostly WomanA Ghostly WomanGhostlands, two floors upThis NPC is an unreachable illusion. She is actually located two levels above ground level, and when you approach her, she disappears (similar to the mirage in the desert near Darashia). On her left side, there's an Axe with blood on it and a dead human lying on the ground.
