Due to the Sunset of Tournaments, this question is outdated.

Very explicit question. Can I use his service to change my home city during tournaments?

No.

I tried to use it as the first thing with my character level 20 once I logged in my tournament server. He will not provide you with the teleport service. So make sure to pick your city correctly once a tournament starts.
