Where's the largest spawn of Goblins?

I am looking for largest spawn of Goblins   (just a Goblins! Not mix of Goblin Leader's, Goblin Assassin's) to collect as much as possible  Goblin Ear's for Bewitched event. Any recommendations?

In my opinion, the biggest Goblin spawn is on Femor Hills. Below I put pictures with the number of Goblins.
