its for enchanting werewolf helmet

You can use them to charge the werewolf amulet and turn it into an enchanted werewolf amulet for one hour. When enchanted the amulet gives you 3 armor and 6% resistance to physical damage.

to add to the other answer, you can use it to enchant both werewolf helmet and amulet, to use it on helmet you need to talk to npc to decide which vocation to enchant to.
