Can I make the "NPC" tab permanent when I log on any character?

It is always annoying for me that regardless if I left the NPC tab opened or not, it always seems to be that it will be closed as soon as I log out. Is there any way to make this tab permanent? I would like to have it accessible right away as soon as I log in
