How does the respawn of Wandering Prospector work?

Question

Every day I run through Edron to go to Vengoth's teleport from Feaster of Soul Quest, and it's the first time I see this monster: 

Someone knows why this monster appears and how their respawn works?

There isn't much info on this creature on Wiki but there is an important note.

"Do not walk near this creature as it will teleport you to the entrance of the dungeon and make you lose all your Luminescent Crystals."
