This is part of the Grave Danger Quest. You can start this quest by speaking with Jack Springer in The Inquisition headquarters under Thais. Say to him "late". You'll also need to buy a Vial of Potent Holy Water Vial of Potent Holy Water from him by asking for a trade. This quest consists in visiting 12 graves that may have been defiled with the holy water and one of them is located behind that door.
