What is the maximum level allowed to transfer from Dawnport to Rookgaard?

It still possible to go to Rookgaard by speaking with NPC Inigo. What is the maximum level before he will no longer let you go there?

Players who already have at least one character on the main continent can choose whether they play Dawnport or the old beginner's island Rookgaard. Simply talk to Inigo about Rookgaard if you prefer to play there. Note that your character may not be level 10 or higher if he wants to go to Rookgaard and that it is impossible to return to Dawnport from Rookgaard. Inigo can send characters up to level 9 to Rookgaard, only ones who are not the first character on a new account. Also, you have to have at least 1 character on the account before Inigo can teleport you.

Talk to NPC Inigo (on Dawnport):

Hi > Rookgaard > Yes > Yes

That works only if you have a Mainland character on that account and the Dawnport character is on level 1-9, but you should move to Rookgaard on level 5 in order to start the Rookie Guard Quest.
