Does a same item in different Tiers share the same Action Button ?

Question

For Example if I have 3 Elven Mails - Tier 1 , Tier 2 and Tier 3

Can I have a Individual Action Bar Hotkey or Button for each of them?

Yes you can. Every tier is different item on action bar, sadly they looks the same, so you need put cursor on it to know which one is which.
