When can I find the Time Traveller Tourist?

When does the time traveler appear and when does he disappear? I am curious thank you!

According to Skerio on the forums, the Time Traveller Tourist appears for 40 minutes and disappears for 20 minutes. I assume that also applies for when servers go up (after server saves), so you can roughly calculate when he's around or not.
