Can the percent agony damage entering Rotten Blood kill a player?

If you do not make the sacrifice to enter Rotten Blood, can the percent agony damage dealt by the blood pool at the entrance kill you or does it stop at one health?

It can not.

The damage you take is based on your current hp, not the total hp. So when walking in the tile that hurts you, you'll go down until you reach 1 hp, and that's it. Perhaps the number rounding makes it impossible for you to die.
