Unfortunately it does not appear possible to take this item from Newhaven.
It is obtained during the tutorial and looted from a Goblin Intruder and delivered to Rosina before officially reaching Newhaven. I have tried a few different ways to get it past the tutorial but have not had any success. Hopefully someone has been able to find a way to obtain one in Mainland!
