Does the members of Cobra have something to do with members of Falcon?

There are actually two kind of clans....

Members of the Order of the Cobra and members of the Order of the Falcon... Are this two clans related?

The Order of the Cobra is the Ancient Order of Xenon led by Scarlett Etzel. It was creating after a dispute with her brother Grand Master Oberon, the Order of the Falcon leader. The third brother, Kesar, also founded his own order, the Order of the Lion.
