Which boss drops the new phantasmal axe?

Some people dropped it on my server but everyone refuses to say from which boss. Also, does anyone knows how rare it is?

I don't know which bosses doesn't drop it, but I know that "Brain Head" dropped it on the test server. it is too early to tell if it is the only boss that drops it.

Phantasmal Axe  may be dropped by bosses known from The Feaster Soul Quest:

Brain Head

The Pale Worm
