Where can I find a Sceptre of Sun and Sea?

Looking on Tibia wiki I found this Item  Sceptre of Sun and Sea, it says that can be sell to Black Bert, but it doesnt say where i can find it so, someone knows where I can find this item?

This item is obtained during the Kilmaresh Quest, The Empress will give it to you to bless 5 statues of Fafnar.
