I saw your question and I feels really curious to find it out how to get this item. I went to the same house you take your picture and then I clicked on the chair it shows it have the same name of a normal wooden chair, as you can see in the picture below:
At the first time I thought was same chair than normal chair, but if we check it deeply those chairs have same name but a little different sprite:

So I decided to check some places:
First I went on Thais at the Paladins Trainer and I realized that we can wrap the chairs (the normal wooden chairs) that can be found on this place:
But as you see can only be unwrapped inside a house, so I push them to my house:
Then I decided to search around the possible places we can find this item and I found this one, Inside of the Cobra Bastion. But as before you have to push this item inside a house to wrap it, from Cobra Bastion is no way to wrap this item, but IMO this item should be available in other caves.
I will keep searching possible places and when I find out any that can be pushed I will update my answer.

Once you wrap the item you can move it to any other house in any other city as I did:
Anyway I believe there is other places where we can find this type of chair on better ubication, If I find new places I will post them here.
