What can Lockpicks be used for? Are they just for a quest or can they be used else where?

I bought them at the guy in thais under gound at the docks, unsure of their purpose

The first place is the chest in Sarina general store as you write, and the second is the door to Theodore Loveless' room in Liberty Bay. We can open them during the sixth mission called Fishnapping.
