Hello I wonder if there is any way to switch off new feature which "help" with size of game window?

Does this display all the time for you? It only shows for me when I'm in the middle of adjusting the game window size.

It display whenever I click between game window and action bar(which happens sometimes when I want fast use something by mouse on actionbar). That is troublesome when I want switch energy ring which is almost covered by it on photo. It nearly killed me last time. >.<
