Are there requirements for rookgaard?

Hey,

I created new account and tried to create a char for rookgaard. I talked to the seagull hi -> rookgaard and he responded that he cannot take me there. Do I need to have this account longer, do I need pacc or what?

The first character on a new account cannot go to Rookgaard; it must go to the Mainland.
