I have heard that it is possible to get it from Santa Claus, are there any more options to get it?

I'm afraid there is no other option, than trying our luck with Santa Claus.

How to get it nowadays? - Pochwalona's answer is legit.

If you would like to know how you could POSSIBLY get it in the past (before Santa) then
rumours say that these were given to some GMs and it was probably a possible reward for major bug reports.
